Who speaks for Ukraine abroad? A guide to key offices

A short guide to the officeholders whose roles shape how Ukraine engages with the wider world, and what readers can watch for.

Who should readers watch when Ukraine's dealings with the wider world come into focus? International diplomacy is rarely the work of a single office. It runs through several institutions at once, and knowing who holds which post makes the coverage easier to follow.

The officeholders

At the top of the state is the President of Ukraine, Volodymyr Zelenskyy. The government is led by the Prime Minister of Ukraine, Serhii Koretskyi.

Day-to-day diplomacy is the brief of the Minister of Foreign Affairs of Ukraine, Andrii Sybiha. Questions of security and the armed forces fall to the Minister of Defence of Ukraine, Yevhenii Khmara.

Parliament has its own part to play. The Verkhovna Rada is chaired by Ruslan Stefanchuk, whose chamber deals with legislation that touches on foreign relations.

How to read the coverage

When following international news involving Ukraine, it helps to note which of these offices is involved. A statement from a ministry, an appearance by a head of government and a vote in parliament are different kinds of events. Each carries its own weight and follows its own procedures.
