Operation Themis: raider scheme and forged court rulings in Kyiv

A look back at the anti-corruption investigation details disclosed in the days before 21 August 2026.

What did investigators reveal about a property-seizure scheme in the days leading up to 21 August 2026? On 20 August, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor's Office (SAP) disclosed details of a further part of their investigation into the same organisation, a special operation codenamed Themis.

According to the two bodies, the case concerns the raider takeover of company assets and Kyiv real estate worth more than 455 million hryvnias. The perpetrators were said to have operated by forging court rulings and property-ownership documents, and by hacking the state registers of the Ministry of Justice.

The disclosure came amid the war. On 19 August, Ukrainian president Volodymyr Zelenskyy said a Russian missile and drone attack on Kyiv had killed at least 15 people and injured 40 others. He said residential buildings, a children's hospital and a school were damaged.
