On 22 May 2026, a drone hit a student dormitory and educational buildings in Starobilsk, a city in the Russian-occupied part of Luhansk Oblast. Russian president Vladimir Putin said the strike had killed at least six people and injured dozens more, and he attributed the attack to Ukraine.
Ukraine's military rejected that framing. It described the comments from Russia as manipulation and said its strike had hit a drone command unit in Starobilsk.
Casualty figures
The Russian Emergency Situations Ministry later reported a higher toll than the one Putin first gave: 21 people killed and 42 others injured. Neither Reuters, the United Nations nor other Western countries were able to independently verify claims about the incident.
The wider setting
Starobilsk lies in Luhansk Oblast, where a military campaign has been under way along a frontline in the western part of the region and the far east of Kharkiv Oblast since 19 September 2022. The frontline has been referred to as the Svatove–Kreminna line.
As of 25 May 2026, the central dispute was unchanged: Moscow described a strike on a dormitory and school with civilian victims, while Kyiv said the target was a military drone unit.
