What was weighing on Ukraine's public life on 17 March 2025? Two developments, one legal and one military, had landed in the preceding days.

On 13 March 2025, the European Court of Human Rights ruled that the Ukrainian government had failed to prevent the 2014 clashes in Odesa and had failed to investigate them properly. The court ordered the government to pay compensation. The ruling concerned the state's duties to protect people and to carry out effective inquiries, and it placed an obligation on the authorities in Kyiv.

On 16 March 2025, Ukrainian military personnel confirmed the withdrawal of troops from Sudzha, in Russia's Kursk region. The confirmation marked a change on the battlefield and drew public attention in Ukraine.

The two events were unconnected in substance. Taken together, they show the range of pressures on Ukrainian institutions at that time: accountability for past failures before an international court, and the demands of an ongoing war.
