What did Ukraine's anti-corruption bodies reveal about the Themis operation?

A look back at the Themis raiding case and the parliamentary vote on a defence minister in the days before 22 August 2026.

What was happening in Ukrainian public life around 22 August 2026? Two reports from the preceding days stood out: details of an anti-corruption investigation and a government appointment.

On 20 August 2026, the National Anti-Corruption Bureau (НАБУ) and the Specialised Anti-Corruption Prosecutor's Office (САП) disclosed details of another part of an investigation into the same organisation, a special operation called Themis. It concerned the raider seizure of company assets and Kyiv property worth more than 455 million hryvnias.

According to the investigators, the perpetrators acted by forging court rulings and property documents, and by hacking state registers of the Ministry of Justice.

A day earlier, on 19 August 2026, the Verkhovna Rada gave its consent to the appointment of Yevhenii Khmara as defence minister.

The two reports concerned different areas: one the work of law enforcement on property fraud, the other the filling of a ministerial post in parliament.
