What the August 2026 raider case and defence appointment showed
A look back at two public-institution developments reported on 19 and 20 August 2026, involving anti-corruption bodies and the Verkhovna Rada.

What were Ukraine's institutions doing in the days around 21 August 2026? Two developments stand out, one from the legislature and one from law enforcement.
On 19 August, the Verkhovna Rada gave its consent to the appointment of Yevhenii Khmara as defence minister. The vote placed the post under a new appointee, with parliament exercising its role in confirming the choice.
On 20 August, the National Anti-Corruption Bureau (NABU) and the Specialised Anti-Corruption Prosecutor's Office (SAP) disclosed details of a further part of an investigation into the same organisation. Codenamed Operation Themis, this strand concerns the raider seizure of assets of enterprises and Kyiv property worth more than UAH 455 million.
According to the investigators, the perpetrators forged court rulings and property-ownership documents and hacked state registers of the Ministry of Justice. The method, as described, targeted the very records on which ownership claims rest.
Taken together, the two items show institutions working on separate tracks: parliament settling a senior government appointment, and the anti-corruption bodies publicising a case that involves falsified judicial and registry data.
