A look back at two anti-corruption developments in Ukraine in the days before 7 September 2023.

What had Ukraine's leadership done about corruption in the days leading up to 7 September 2023? Two reported developments stood out.

On 2 September 2023, a Ukrainian court ordered the arrest of billionaire Ihor Kolomoisky. He faced charges of fraud and money laundering, as part of corruption-related proceedings.

On 3 September 2023, President Volodymyr Zelenskyy dismissed Defence Minister Oleksii Reznikov amid graft allegations within the Ministry of Defence. Rustem Umerov, then head of the State Property Fund, was named to replace him.

By 7 September 2023, both moves were part of the public picture: a prominent businessman in custody on fraud and money-laundering charges, and a change at the top of the defence ministry after the allegations surrounding it.
