Days earlier, on 10 October 2019, a spokesman for the District Court for the SDNY said two associates of Rudy Giuliani had been arrested for campaign finance violations. The charges were connected to efforts to discredit presidential candidate Joe Biden.
The arrests added a criminal-law dimension to a political affair that centred on Ukraine. The scandal arose from the discovery of U.S. president Donald Trump's attempts to press Ukraine to investigate his political rival Biden, and so potentially damage Biden's campaign for the 2020 Democratic Party presidential nomination.
As later described, Trump enlisted surrogates in and outside his administration, including his personal lawyer Giuliani and Attorney General William Barr, to pressure Ukraine and other governments. Trump also blocked payment of a congressionally mandated $400 million military aid package, in an attempt to obtain quid pro quo cooperation from Ukrainian president Volodymyr Zelenskyy. Contacts between the White House and the Ukrainian government had culminated in a phone call between Trump and Zelenskyy on 25 July 2019.
For Kyiv, the affair meant that Ukraine's name and its leadership sat at the centre of a dispute in American politics, while the arrests of the two associates showed the matter reaching the courts.
