On 22 May, Russian president Vladimir Putin said a drone strike on a dormitory and school in Starobilsk had killed at least six people and injured dozens more. He attributed the attack to Ukraine. Ukraine's military rejected the Russian account, calling the comments manipulation and saying it had hit a drone command unit in Starobilsk.
Casualty figures
The Russian Emergency Situations Ministry later reported a higher toll than the one Putin cited initially: 21 people killed and 42 others injured. The strike hit a student dormitory and educational buildings in the city.

Neither Reuters, the United Nations nor other western countries were able to independently verify any claims about the incident. The two sides' accounts therefore stood side by side: one describing a strike on civilian buildings, the other a strike on a military target.
