What did the world know on 25 May 2026 about the drone strike in Starobilsk? Three days after the attack, the competing accounts of what had been hit remained unreconciled.

On 22 May 2026, Russian president Vladimir Putin said a drone strike on a dormitory and school in Russian-occupied Luhansk Oblast had killed at least six people and injured dozens more. He attributed the attack to Ukraine. Ukraine's military rejected that account, describing the comments from Russia as manipulation. It said it had hit a drone command unit in Starobilsk.

A rising toll

The casualty figures grew beyond the initial statement. The Russian Emergency Situations Ministry later reported that 21 people had been killed and 42 others injured. Neither Reuters, the United Nations nor other western countries were able to independently verify any claims about the incident.

The setting

Starobilsk lies in the Russian-occupied part of Luhansk Oblast. The area sits within a wider military campaign that has run along a frontline in western Luhansk Oblast and far-eastern Kharkiv Oblast since 19 September 2022, amid the Russian invasion of Ukraine.

By 25 May 2026, then, two incompatible descriptions stood side by side: one of a strike on a dormitory and school, the other of a strike on a military drone unit. Independent confirmation of either was absent.
