On 21 January 2021, a fire broke out at a nursing home in Kharkiv. Fifteen people were killed and eleven others were injured. As reported at the time, the home was unregistered, which placed the disaster within a wider conversation about care facilities operating outside official oversight.

Nine people were rescued and taken to hospital. The victims were residents of a care facility, a setting where those living inside depend on staff and on the building itself for their safety.
