The summons came days after the Senate of Poland, on 29 October 2021, approved a plan to build a wall along the country's border with Belarus. The wall was estimated to cost €353 million (US$407 million), and the plan was a response to an influx of migrants.
Taken together, the two developments marked a period of strained relations between Warsaw and Minsk, with the frontier at the centre of the dispute. The diplomatic summons was Poland's response to the overnight crossing.
