Recruitment raids in Ukrainian cities, and Toretsk under pressure
A look back at reports of conscription sweeps across Kyiv, Dnipro and Kharkiv, and of fighting in Toretsk, around 12 October 2024.

What did the pressure of mobilisation look like in Ukrainian cities on 12 October 2024? Local media reported that military recruitment officers raided shopping centres, bars, restaurants and a large concert venue in several cities, including Kyiv, Dnipro and Kharkiv. The aim was to detain men who were not in compliance with conscription orders.
The reports belonged to what is described as a Ukrainian conscription crisis. Mobilisation for the Armed Forces of Ukraine has led some citizens to try to dodge draft orders or leave the country. It has also prompted legislation to penalise evaders and to require citizens to register information, and some resistance to recruitment office soldiers. There have been cases of forced conscription, sometimes called busification.
Toretsk on the front line
The demand for manpower had a clear backdrop. On 11 October 2024, the military administrator of Toretsk, in Donetsk Oblast, reported that Russian forces had taken more than half of the city. Ukraine's Armed Forces were fighting back at eight different locations.
