Russia's border regions under pressure in mid-May 2026

A look back at the days around 19 May 2026, when cross-border attacks and a change of governors marked Russia's border oblasts.

What was happening in Russia's border regions around 19 May 2026? Reports from the days before that date pointed to a sharp rise in pressure on them.

On 13 May, Russian president Vladimir Putin replaced the governors of Belgorod and Bryansk Oblast. Vyacheslav Gladkov in Belgorod gave way to army general Alexander Shuvaev, while Alexander Bogomaz in Bryansk was succeeded by Yegor Kovalchuk, described as a former occupation official. The changes came amid continuing cross-border attacks linked to the Russo-Ukrainian war.

On 17 May, Ukrainian forces launched a massive drone attack on Russia. At least four people were killed, and strikes were reported in Moscow and in Belgorod Oblast. As reported at the time, the attack followed the largest assault Russia had faced in more than a year.

Together, the leadership changes in Belgorod and Bryansk and the drone strikes of 17 May framed the situation in the border regions as 19 May 2026 began.
