On 21 September 2023, an explosion at a gas pipeline in Vrancea County, Romania, killed four people and injured five others.

On 19 September 2023, in the context of the 2023 Polish parliamentary election, reports described a cash-for-visa scandal. Documents allegedly from the Polish Ministry of Foreign Affairs indicated that the Polish embassy in Minsk, Belarus, had issued 784,173 visas to individuals from 65 countries with the aid of a Moscow-based company.

The documents also suggested that people who had been denied entry at the Belarus-European Union border during the Belarus–European Union border crisis may have been granted visas.
