What did the Union State voting announcement and Odesa shooting mean?
A look back at two reports from 13 March 2025, one on cross-border local voting rights for Russians and Belarusians, the other on a killing in Odesa.

What was reported in the days before 17 March 2025, and what did it signal? Two items stood out from 13 March 2025.
The first concerned the Union State of Russia and Belarus. Russian President Vladimir Putin announced that Russian citizens permanently residing in Belarus would be able to vote and run in local elections there. Belarusian citizens permanently residing in Russia would receive the same rights in Russian local elections. The announcement set out a reciprocal arrangement covering residents of each country.
The second was a killing in Odesa. Demian Hanul, a former leader of the Odesa branch of Right Sector, was shot dead in the city, as reported on 13 March 2025.
The two items were unrelated. One was a statement about political rights within the Union State; the other was a violent crime in a Ukrainian city. Taken together, they show the range of developments being followed in the region as 17 March 2025 approached.
