What the Javelin delivery and a new operation meant for Ukraine

A look back at two developments in Ukraine's security picture reported in the days before 3 May 2018.

What was happening in Ukraine's security policy by 3 May 2018? Two reports from the closing days of April set the picture.

On 30 April 2018, the U.S. State Department confirmed that the United States had completed a delivery of FGM-148 Javelin anti-tank missile systems to Ukraine. The confirmation was reported as part of the wider Ukraine–United States relationship.

The same day, a change of format took place in Donbas: the Joint Forces Operation began there, replacing the Anti-Terrorist Operation, known by its Ukrainian abbreviation ATO.

By 3 May 2018, then, the two developments were both recent: the completed U.S. delivery of Javelin systems, and the start of the Joint Forces Operation in place of the ATO.
