What the Keretsky grenade incident showed about local council meetings
A look back at two regional incidents reported in the days before 19 December 2023, in Zakarpattia and Kherson oblasts.

What was known by 19 December 2023 about violence reaching Ukraine's regions in the preceding days? Two reports stood out, one from the west and one from the occupied south.
On 15 December 2023, a councillor detonated three grenades at a meeting of the village council of Keretsky in Zakarpattia Oblast. The blast injured 27 people, including the councillor himself. The incident took place inside a local self-government body during a meeting, which made it a matter for the community's elected institution rather than a battlefield event.
A day later, on 16 December 2023, Russia said that two civilians were killed and two others injured in a Ukrainian missile strike on the Russian-occupied village of Nova Maiachka in Kherson Raion. This was part of the Southern Ukraine campaign of Russia's invasion. The claim came from the Russian side, as reported at the time.
The two reports differ in nature: one was an attack within a village council far from the front line, the other a claim about a strike in occupied territory. Taken together, they show how incidents affecting ordinary communities were recorded across very different parts of the country in the same days.
