A look back at two stories from the final days of November 2023 that framed the international picture before 5 December.

What was the international picture on 5 December 2023? Two reports from the days before it gave a sense of it, one from the Middle East and one from northern Europe.

On 29 November 2023, a ceasefire in the Israel–Hamas war brought a hostage exchange. Hamas released four Thai migrant workers and 12 Israeli hostages, while Israel released 30 Palestinian prisoners. In a separate gesture to Russian President Vladimir Putin, Hamas also freed two dual citizens of Israel and Russia.

The same day, attention turned to the Finland–Russia border. Jacek Siewiera, chief of Poland's National Security Bureau, announced that Poland would send a team of military advisors there in response to an official request for allied support. Finland said it had been unaware of the Polish offer. Russia warned against the move and viewed the concentration of troops on the border as a threat.

Together, the two reports showed diplomacy and security tensions unfolding at once, with Moscow figuring in both.
