On 3 April 2022, Volodymyr Zelensky, in a pre-recorded address, spoke to those attending the Grammy Awards ceremony in Las Vegas. On 4 April 2022 it was reported that Zelensky planned to address the United Nations Security Council the following day. That moved the same appeal from an entertainment stage to the main international security body.

Another signal came from Finland. On 2 April 2022, Prime Minister Sanna Marin said a decision on Finland joining NATO must be made before the summer. She stated that Russia was not the neighbour Finland had thought it was.
