Kherson after the Russian retreat announcement: 15 November 2022

A look back at the southern front as it stood in mid-November 2022, days after Russian forces announced their withdrawal from Kherson.

What had changed in southern Ukraine by 15 November 2022? Days earlier, on 9 November 2022, Russian forces announced a retreat from the city of Kherson, from the western bank of the Dnieper River in Mykolaiv Oblast, and from the western part of Kherson Oblast.

The announcement came during the Ukrainian southern counteroffensive. That operation had been launched on 29 August 2022 with the aim of expelling Russian forces occupying the southern regions of Kherson and Mykolaiv oblasts.

By 15 November 2022, the retreat announced six days earlier marked a turning point in that campaign: the western bank of the Dnieper, which Russian forces had held, was being given up. The reports from the period concern the military situation, and they do not set out any economic measures or figures tied to the withdrawal.

Looking back, the date sits in the immediate aftermath of the announcement, in the period when the counteroffensive's stated goal of clearing Russian forces from the western part of Kherson Oblast and from Mykolaiv Oblast was reflected in the Russian announcement of the retreat.
