Ukraine's arms export mechanism: what was approved on 1 July

The stated aims were to raise funds for Ukraine's defence effort against Russia and to attract foreign investment. The mechanism came with a condition: the supply needs of the Ukrainian military must remain the priority.
An economic measure in wartime
The decision belongs to the wider economic consequences of the Russo-Ukrainian war. Those consequences began in late February 2022, after Russia recognised two breakaway Ukrainian republics and launched an invasion of Ukraine. Sanctions have since targeted large parts of the Russian economy, Russian oligarchs and members of the Russian government, and Russia responded in kind.
The export mechanism pointed to a different channel: income and investment drawn from Ukraine's own defence output. By requiring that the armed forces be supplied first, the approved rules tied any foreign sales to the needs of the front.
