The stated aims were twofold: to raise funds for the defence effort against Russia and to attract foreign investment. Export revenue and outside capital were thus tied directly to the country's wartime needs.

The wider economic setting

The approval fits within the economic consequences of the war, which began in late February 2022 after Russia recognised two breakaway Ukrainian republics and launched its invasion. Sanctions have since targeted large parts of the Russian economy, Russian oligarchs and members of the Russian government, and Russia responded in kind.

Against that backdrop, the mechanism pointed to a way for Ukraine to draw on its own defence production as a source of money and investment, while keeping the military's requirements first.
