A look back at two announcements on 9 April 2022 that shaped economic backing for Ukraine: an IMF donor account and a pledge of World Bank loans.

What did international economic support for Ukraine look like on 11 April 2022? Two announcements made two days earlier, on 9 April 2022, set the picture.

The Executive Board of the International Monetary Fund (IMF) approved an account for Ukraine that allows countries to make donations. Canada proposed to allocate up to 1 billion Canadian dollars in its federal budget for the account, the IMF reported.

The same day, the British prime minister, Boris Johnson, visited Kyiv to meet President Zelensky, in what British and Ukrainian officials described as a show of solidarity with the Ukrainian people. According to his British office, Johnson promised continued military assistance, 120 armoured vehicles and new anti-ship missile systems. He also guaranteed additional World Bank loans to Ukraine worth 500 million dollars.

Taken together, the announcements combined a new channel for donor contributions through the IMF with a loan guarantee tied to the World Bank, alongside military pledges from London.
