What financial backing was taking shape for Ukraine as of 14 April 2022? Reports from the preceding days pointed to two strands: a new international account and a pledge of additional lending.
On 9 April 2022, the Executive Board of the International Monetary Fund (IMF) approved an account for Ukraine that would allow countries to make donations. The IMF reported that Canada proposed to set aside up to 1 billion Canadian dollars in its federal budget for the account.
The same day, the British prime minister, Boris Johnson, visited Kyiv to meet President Zelensky, in what British and Ukrainian officials described as a show of solidarity with the Ukrainian people. According to his British office, Johnson promised continued military assistance, 120 armoured vehicles and new anti-ship missile systems. He also guaranteed additional World Bank loans to Ukraine worth $500 million, the office said.
Together, the announcements showed support being arranged through both multilateral channels and bilateral commitments in the days leading up to 14 April 2022.
