What financial support was lined up for Ukraine by 11 April 2022?

A look back at two economic pledges reported in the days before 11 April 2022: an IMF donation account and extra World Bank lending.

What financial backing was taking shape for Ukraine as of 11 April 2022? Reports from the preceding days pointed to two channels: a new international account for donations and a pledge of further multilateral lending.

On 9 April 2022, the Executive Board of the International Monetary Fund (IMF) approved an account for Ukraine that would allow countries to make donations. The IMF reported that Canada proposed to set aside up to 1 billion Canadian dollars in its federal budget for the account.

The same day, the British prime minister, Boris Johnson, visited Kyiv to meet President Zelensky, in what British and Ukrainian officials described as a show of solidarity with the Ukrainian people. According to his office, Johnson promised continued military assistance, 120 armoured vehicles and new anti-ship missile systems. He also guaranteed additional World Bank loans to Ukraine worth $500m.

Together, the announcements showed support combining donor contributions channelled through the IMF with guaranteed lending from the World Bank, alongside military aid from the United Kingdom.
